ORES operates as the electricity and gas distribution systems operator covering 75% of the communes in Wallonia.  

Challenge

The challenge faced by ORES was the effective management of procurement of IT intellectual skills on behalf of the organization. As a public service company responsible for managing electricity and gas distribution networks, ORES needed a robust solution to streamline procurement processes, ensure compliance with public procurement legislation, and enhance overall operational efficiency. 

Solution

The solution to this challenge was the implementation of Connecting-Expertise software through a public procurement award. To address the specific needs of ORES, the IT team defined, together with the Purchasing department, a detailed Requirement Responsibility Matrix (RTM) covering 115 functional, non-functional, and security aspects. This RTM, along with a well-defined process, formed the basis for drawing up specifications that were submitted to the market. 

By analysing responses, meeting with potential VMS suppliers, and evaluating offers based on criteria such as price, functional coverage, service quality, technical coverage, and product usability, ORES selected Connecting-Expertise. The implemented modules covered various activities, including individual time and means, team time and means and Statement of Works (SOWs). This ensured a comprehensive solution tailored to ORES' unique requirements.

“The first piece of advice I can give is to thoroughly prepare the objectives to be achieved in terms of market. It’s important to have the RTM and important to have the processes to cover. The second piece of advice is to prepare the tool implementation following a professional approach, in other words, a project approach. So, we have implemented it in phases, meaning we analysed, we designed, we built up, we implemented the solution, we tested it, and we defined the test acceptance criteria which allowed us to go live on time and on schedule.”
